About the Speaker:

Ir Wong Chun-kau, Jolly is the Chief Police Telecommunications Engineer with the Hong Kong Police Force.  He received an MSc degree in Telecommunications and Information Systems from the University of Essex, UK and an MPhil degree about digital encryption from the Chinese University of Hong Kong.

 

About the Program:

This seminar will examine the CC3 project management experiences of the Hong Kong Police Force from inception to completion.  It will discuss the management of innovation, engineering, technology, and benefits delivered to the end users in meeting the 21st century challenge faced by police force.

 

Project management issues including robust quality assurances process, proactive risk management framework, business continuity model, disaster recovery plans, periodic users surveys will be discussed.

 

CC3, the 3rd Generation Command and Control Communications System is the biggest investment (at an approved budget sum of around HK$ 1 billion) by Hong Kong Police Force (HKPF) to apply new advances in Information and Communications Technologies (ICT) to enhance management efficiency, operational effectiveness and public safety.  With innovative use of ICT, user-friendly devices, and seamless operations for frontline police officers, HKPF is proud to achieve improved efficiency on police emergency response to public needs.  Furthermore, the sustained development of CC3 digital radio infrastructure built on open standard implies scalability and interoperability.  CC3 provides a trend setting opportunity of a common radio platform, shared by multi-disciplinary agencies and government departments. 

 

Substantial local elements are applied in radio coverage profile, talkgroup planning, fleetmap design, capacity dimensioning, customised software development, command and control workflow process and systems integration and these are in-house designed and developed by an integrated project team with technical members and police officers.
